I'm looking for a mage build to duo with a friend (rogue, most likely) that will give me decent DPS, but also allow me to have decent heals for him/us. Any suggestions? A Chloro mage of some sort?

I would suggest a warlock/chloro build. I'm not very familiar with mages so any specific build I recommend will likely be suboptimal, but something like this seems to be the general direction you would want to head

Are you wanting something to use for leveling, or at level 50? I have 2 builds I use when I'm playing with my g/f. One is a pure Chloro to go with her Sentinel build, the other is whatever DPS soul I'm using with 6/8 points in Chloro for Bloom / insta-Bloom.

Also, If you're looking for a good Chloro build, make sure you grab Nature's Touch. I'd take 1 point out of Call of Spring for it right now, since Call of Spring is (as of 1.12) bugged to only work with Bloom and Flourish. This might be fixed in the patch today.

I'm looking for something to use while leveling with my friend, and do not plan to solo. My friend will probably play a rogue. My role will not be specifically that of a healer, but I would like to be able to throw some heals if needed.

That's not quite how Mage/Chloro healing works. Most of a mage's healing comes from Lifegiving Veil (10 pt root ability) and Synthesis (3rd tier branch ability) which heal for a significant % of your life damage spells. Spells from any other mage soul deal other types of damage, and so only heal for 5% of your direct nuke damage. Synthesis will bump it up to 15% of your spell damage as healing, and that might work, but you're going pretty far into Chloro just for some minor healing.

If having 1 heal on a 10 sec CD (Bloom, tier 2 Chloro branch ability) is sufficient for what you want, you can put your early points into Chloro for that then pick up whatever you want for your main soul. My personal recommendation would be either Necro or Warlock, since both souls get an Health => Mana ability. Warlocks convert their own health to mana, Necromancers can sap their pet's health. As long as you are out of combat, pets heal fairly quickly.

Thanks Asturin, that was quite informative. I may give that a try and look into those abilities some more. I have not played any mage or cleric classes in this game yet, so I'm not yet quite sure on the class mechanics.

Do you think I'd be better served by playing a cleric class? I generally prefer to play mages, but could play a cleric as long as I'm not automatically locked into healer mode and could still have good damage output.

If you prefer to play mages I'd say stick to a mage.

As a duo with your friend, you're not going to be having him dps while you heal, or even him dps while you half heal / half dps. You're pretty much both going to be dpsing, and you top him off between fights. His and your healing needs are going to be quite minimal. The only exceptions to this would be trying to do large pulls to aoe down or when fighting elites.

Ok, I have to point out to you that a pet will save you a lot of trouble. I personally have a necro/warlock/dominator build that I use with a tank pet, and I can keep it alive long enough for me to destroy level 45 invasions at level 48. The single target DPS pet also owns pretty much anything you can throw at it, if your friend decides to spec riftstalker. That said, chloro has some really nice damage output as well as heals, but your biggest enemy is cast time. Don't be afraid of going deep into Chloro, but the warlock soul is a must have for the opportunity ability and charge bonus abilities. After that, it's really whatever you want. I currently have a stormcaller/chloro/warlock build that allows me to do very good DPS while healing everyone at the same time.

Would you mind linking to the build?

as a cleric, you can get good DPS and still have good heals by simply going 0 points into Sent for healing breath, or 0 points into warden for the HoT. Both are pretty minimal heals, though. I have to agree that a tank pet would probably suit your needs better.

i suggest your first 32 lvls going into ele... for a good tanks (and i mean great) and having your buddy run w/e dps he wants (hopefully some good aoe) after all the rest of your points go into chloro. (at lvl 32 you should have 10 points in chloro)

basically the idea here is that you only need about 32 points in chloro to be a bon-a-fide healer... with the other points you can basically make an unstoppable tank.

now your dps wont be great (but still decent) but you will provide a tank that can easily take on elites at higher lvls... and you can be it's healer.... now your friend just needs to bring the pain with dps and you've got a nice little group that can 2 man most 3man quests
