Honestly it's fairly bad. You have points all over the place and none of them are working toward a common goal.
Shaman is melee dps, and cabalist is a ranged caster dps. You can't do both at the same time. You went 5/5 for 5% extra healing in sentinel, but you aren't going to be doing any healing in this build.
First you need to decide what you want to do. Do you wan to heal, do you want to be ranged caster dps, or do you want to be melee dps? Once you decide what you want to do, look for a soul that specializes in that area. Once you pick a primary soul, learn a bit about how it works, and then try to choose a secondary and tertiary soul to compliment it. Build on its strengths.
A good rule of thumb is to put at least 31 point into your primary soul. evenly spreading out your points tends to work very badly, and mana good abilities or combos are reach higher up in the souls.
