Preface: let me start off by saying i'm new to Rift migrating from WoW as the Wow comunity is a turn off.
I'm into the concept of the Chloro soul I don't have any notion of what's best practices for specing up to level 19
I don't quite get how (if at all) i'm expected to heal 5mans my cute lil green numbers bairly budge green bars on Rifts and invasions.
Would another healer calling be more natural as i'm used to direct heals after raiding on a holy paladin and 5 mans on a shaman?
My Mages 'primary' role set up is: warlock/cloro/??(the one that gets pillage and stone)
litterly my first toon from trial it has prety good survival while exploring and questing. No idea what to do atin a few levels muchless endgame.
I do know i'd like to be good at heals with the option to do DPS though.

You can try this.

Prioritize Nature's Touch over EVERYTHING else, if it is up.

Ahh, Azeroth has turned into a strange, awful place, hasn't it? Well, welcome to the land of the grown-ups in Teleara. :) I miss my WoW Druid Healer a lot, but have enjoyed the community at RIFT so much better.

My suggestion: Put most of your points in Chloro to make your heals stronger. Many of the heals are based more on your damage with the lower level. Also, rethink heals with Chloro--different concept than you're used to with a Holly Pally and your Shammy. Chloro is more about support. You put out buffs like Synthesis and Lifegiving Veil for yourself, you hit the mob with raidiant spores, you use damaging spells that pull health off the mob and it goes straight into your party. It's more of utility spec because you're doing damage as well as heals.

A couple tips. Use a pet class as your 3rd soul with zero pts into it(at least until higher levels where the pet stops gaining levels). If you haven't already done ALL the quests in Meridian to unlock the other souls I would start there. It is also nice to have a lock/necro build for soloing so when you can afford a second role I would do that.

Now about Chloromancer. Be sure to read ALL the tooltips carefully. You will notice you can't use lifegiving and lifebound veil's together which means you can't use synthesis with lifegiving veil. So for groups where you are the primary healer you put synthesis on the tank (which automatically casts lifebound veil). Now, having read the tooltips you will realize you HAVE to use nothing but life damaging spells to heal with. At low levels this is nature's touch whenever it is up followed by vile spores when it is not (see macro below). Try and keep radiant spores up (hint: it can be cast before pulls because it pulls no aggro) when you have a spare GCD.

cast Nature's Touch
cast Vile Spores

I think ruin becomes beneficial to add to this after nature's touch but I am not sure since the nerfs.
