Well, these changes were more recent. As a result, populations and such being balanced alongside level progression seems more of an afterthought. In truth, it seems more of a consolatory measure against the shortage of availability for various nodes, but that also could've been remedied by adding more nodes and increasing their respawn rates. At present, I believe mining Titanium from mobs is currently bugged and not possible, and has been since the start. It's something I tried to point out to Trion way back, but I don't think the actual fix is coming until 1.8.
Anyway, I can't really speak for Defiant locales, but for foraging, you have plenty of Boglings in the south end of Silverwood. Gloamwood has a modest collection of treants a little north of the main city. I can't recall any good mob densities in Scarlet Gorge. Moonshade has boglings around the lakes in the center of the zone. Scarwood has some boglings here and there, but for some reason this zone is more dense on humanoids, beasts, and undead. Iron Pine doesn't have any treants or boglings if I'm remembering right. Same for Shimmersand. Stillmoor does have some treants in the blood grove, but not many. Since EI shares the same possible yields, it's technically better on the west island since there are more treants and some boglings to play with if you can kill them at a decent pace.
When it comes to mining, Silverwood lacks mobs and I think Gloamwood doesn't really have many, either. Scarlet Gorge has a few (they're non-aggro oreling type mobs) but they're kinda spread out so you'd be running large circles. Moonshade has the golems, but they're kind of annoying since they spawn shadows on death. I can't think of many Scarwood mobs. Iron Pine is also sparse. Shimmersand would be king of mining locales with the low-40s orelines being the ones that should be putting out Titanium. Meanwhile, you've also got a ton of golems north of Fortune's Shore as well as way east of the zone. One of the planar factions also has some stone golem types lurking among them around there. EI also has some stone golems around Farhall, but Shimmersand is still better for Carmintium/Platinum/Orichalcum.
